Site visit: Lyon's Ambitious Goals to Cut Car Use to 30% by 2030

Lyon is reshaping its city centre to support its 2030 mobility and climate goals. During a visit in March, we observed these changes across the Presqu’île, where the street network is increasingly being aligned with how people already move.

Around 90% of trips within the area are made on foot, while approximately 80% of visitors arrive by public transport or walking. The introduction of a Zone à Trafic Limité limits through-traffic and is changing how the city centre functions.

At the metropolitan scale, Les Voies Lyonnaises is being developed as a 13-route cycling network spanning 49 communes, with more than 350 km planned by 2030 and supported by €500 million in active-mobility investment. Clear route identities and consistent markings are intended to make the network accessible to both regular and occasional cyclists.

The city is also repurposing major road infrastructure, including tunnels, for walking and cycling. Together, these interventions demonstrate a clear connection between policy targets, public investment and visible change on the street.
